How can I get a manual on how to fix this item? The arm needs adjusting. Thanks P.S. its a Technics sl-dd33 turntable

Technics website may have one. The counter weight has a setscrew on it. Loosen it ans move the weight slightly forward until the needle just rests completely in the groove and stays there. Too much will cause excessive wear to the needle and the record.

The tone arm will not drop on our Technics sl-dd33 turntable.

Have you left the tone arm lift in the up position?
If not: At the end of a record the mechanism lifts the tone arm, returns it to the rest, lowers it and switches off the motor.
It the motor has stopped too early, the tone arm will remain raised.
You can try gently rotating the platter clockwise by hand. This may allow the return cycle to finish.

You need a belt.. Lift up the record support..(platter) Underneath you will see a metal post.. Belt goes around that and the bottom of the plate.(there is a rim) . If the belt is there, motor might be bad..

Stylus will not catch

'Skating' is usually due to very low stylus pressure, which can be adjusted using a counterweight.

Isn't that a counterweight at the back-end of the arm ? Can't it be rotated ?

If the counter weight is fixed, check the pickup mounting. May be it needs to be adjusted a bit forward (to increasing the stylus pressure).
