How old is it. An older battery sometimes just don;t take a charge. I have things that I leave plugged in all the time and it;s ready to go when i need it and yes they do charge when needed.
Like all batteries after a while they go bad/will not hold a charge. especially the kind that is always plugged in/always charging, like electric shavers, cordless vac and so on.
