My DMC-GF3 camera states to turn on and off the camera but I can still take photos. I can turn it on and take the shot and after that the prompt comes on to turn the camera off and on again

You have a software or hardware issue. The software has a glitch or the shutter motor is causing an overload or perhaps the focus motor. Go to Panasonic website and download the latest firmware and update it to eliminate the software. Also try reformatting the SD card.

Reset to factory settings - what does 'reset file no' mean?

"Reset file No." is the reset for the numbering system on your file folders only. You want to use just "Reset" which will reset the entire camera back to factory settings.

Can't download photos from my lumix gf3 camera

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as iPhoto, Windows Photo Gallery, and Picasa.
