Device doesn't hear/understand my voice commands. Keeps saying
say a command, and when I do it either keeps repeating say a
command, or tries to connect to the wrong contact.

Check the mute Mics:

If I'm not mistaking, you can use Google Now to open apps, make phone calls or search for any contacts. There is no need to for voice command, but you could use it. All you need to do is have the hands free device already connected to your Samsung device and then use either voice command or Google Now. Best of luck.
I have the same problem - I gave up on the voice command feature which was the main reason I bought the AVIC 140. I called Pioneer and they tried to help but the technician said I had to speak very clearly. Multiple people tried the voice commands with the car parked and off and it still couldn't recognize a single command. My microphone works perfectly so I know it isn't that. I give the overall rating on this device a 2 out of 5. I could go on for pages about the unfriendly user interface.

well. the problem is that you're probably hitting the command button where you sumbit voice commands like: call "mom".
its a stupid thing to put on a phone, and I've never seen anyone use it. but whatever, verizon's stupid.
again, the voice command key on the enV is the clear button. so if you hold it down, you'll hear the "command not recongnized, after you hear "please say a command".
your hearing it over and over again because you accidently hit it, and since you dont say anything after the beep it gives, it goes "command not recongnized". i dont think it says "please say a command" when its on vibrate, but i couldnt be sure.
