We have a 19" element TV,brand new,the menu screens keep popping up repeatedly, its not the remote,we took out batteries still happens,we unplugged it,we reset it,nothings works,what is causing this

Try removing the battery in the remote. If it stops happening, you need to buy a new remote. If it not, the control electronics is messing up.

The only thing you can do is replace the Main Board, which will be about 1/2 of what you paid for the set. I don't recommend it.

I would not keep a new LCD TV that has immediate problems. I would get a refund and purchase a more standard brand television. Experience has taught me that if one has problems immediately with an LCD TV itself, it is likely to continue to be problematic.

My best advice would be to call out your LG service repair engineer, it is most likely the current software in the TV is of an older version & will need to be re-programmed which an engineer should be able to check. This should cure the menu problem.

Isolate the problem by removing the batteries from the remote. If the problem goes away replace the remote: "CHEAP" .
If the problem does not go away, the problem is in the TV, repair the TV "EXPENSIVE" !

The most commom causes are One. There ia a stuck button on the tv itself. The Menu button. The membrane switch or the TACT switch is bad and needs to be replaced. The Main bd can also be bad.
