Don't forget to plug in the power. And again, press home button and on / off switch, till it switches off. Then press the on / off button, till the Apple logo comes back, then release the button. It can take up to a minute, before the screen comes on.

You may be able to uninstall some of the apps. Go to the applications page by touching the icon with the 6 squares in a circle. Then go to APKInstaller menu. Click (or touch) the Manage option. Select the APK for the app that you want to remove. (Some items may not be removable since they will be part of the OS. They won't have a separate APK installer.)

A soft-reset won't work. Someone turned on the encrypt storage option, so the proper password needs to be supplied for it to work.
Unfortunately once a password is set you can't use the device without it. You need to do a Factory Reset (which will wipe all data and settings) for the tablet to otherwise work.
