There are a few possibillites: a bearing is starting to go on the quill assembly or idler pulley; the PTO on the engine is heating up and quitting to work until it cools off; or you may have a switch going bad. I would look at this first.

When you jump the starter, you are bypassing the safeties.
Check the neutral/brake safety and the blade disengagement safety.
