* Brand and model for specific solutions.
* Most devices have some sort of "connection" to the outside world. Otherwise it's just a phone or document reader.
* Use the same method to transfer document (ebooks, PDF, pictures, etc.) but transfer the MP3 music files.
* You probably can download or transfer any digital file using this method. BUT you will need app to read or play them. IE: mp3 player app to play audio. (WAV audio may need a different app.)
* Mpeg3, MP3, MP4, AVI may need separate apps too.
* Your device does not have blue tooth but does have "Ear Buds" plug in.
* Many Blue tooth speakers may come with an "ear Bud" or Earphone plug adapter. This allows you to plug the speaker directly into your device without having to use Blue tooth. (Direct is better as it uses less power on your device.)
* Direct connection may give you a better sound (High Fidelity) than Blue tooth. Deeper bass, Higher Treble.
* Transfer files is possible on some devices by loading it directly to the SD memory card. Remove card from device and plug into lap top. Transfer files directly to music folder on card (note; load only file types that your device can play.) Return SD card to device and check files with app or File reader.
* You may be able to transfer files using the "Micro USB" or USB port on your device. Though many stopped this file transfer option. It's only used for recharging.
* Last method (most common) is to use "cloud drive" service. Many devices already come with remote data storage on the internet. They do this for low RAM devices. "You don't need Lots of RAM if everything is stored in the "Cloud". Use your laptop to transfer files to cloud and then access file from cloud to your device.

Go in to setting look for blue tooth press it, go to your phone settings and look for the same thing on both units press Pair with device. At this time the blue tooth should turn on, blue tooth then should allow both units to hook up with each other FYI pass word should be 0000. if you need it
try to turn on BT on iPad while Logitech is blinking (which means it in pairing mode and can be discovered). If that doesn't help I'd suggest to remove batteries from Logitech for 3-5 minutes then put them back.
Blue tooth capabilities requires hardware chip and programming.
If your tablet does not have built in blue tooth, then the answer would be a negative. If tablet is blue tooth capable, the blue tooth device must be capable to mate to tablet blue tooth version technology.
