If by turn off do you mean make the fan stop running ? if so sometime in the past few years someone decided to make machines like this run the fan all the time , but they do cycle the compressor motor to regulate the rooms humidity level

Prt of the problem may be a dirty or clogged air intake filter.

Turn the unit OFF and unplug, it before removing the filter to check and clean it.
You can ether vacuum it or if it's really dirty & clogged, wash it in warm water and mild dish washing liquid. Rinse thoroughly, shake off access water and allow it to dry completely, before reinstalling it.
Never operate the unit without the filter in place. As this could damage the unit.

Plug the unit back in and turn it ON. Try lowering the humidity extraction level now, using the arrow down button. For a very damp, humid basement application 35% is a good setting to start with for several days.

First, tunr the unit OFF and unplug it for 10 minutes. Then plug it back in and turn it ON. It will automatically set at 70%. Press the - button and lower the humidity extraction level to 45% in increments of 5%. Once you reach 35% press and the - button one more time. Now the unit is set to run continuously, until the bucket is full and the unit turns OFF automatically or you manually turn the unit OFF. My lg DEHUMIDIFIER model #LHD65EBL is no taking in any water. Cleaned the filter and coils.Installed the basket properly.Set the setting at 35 to70 and nothing happens. just runs. About 4 years old.

According to your Owner's Manual. once the humidity extraction level is set at 35%, you should push the minus (-) key one more time to turn the unit ON. It will now run continuously no matter what the humidity level is until the bucket is full.

The bucket full light flashes even though its empty and inserted correctly and the humidity level is stuck at 1%. The unit as a whole just seemed to stop working.

I have the exact same problem. I suspect this is the same as the "CH 01" problem others had with a different unit that seemed to be the bucket switch. I still need to confirm.
