The battery is too discharged to start the tablet.
If you have connected it to a charger and it does not vchange the icon to show it is charging then either the charger is no good or the connector on the tablet is broken.
If the connector is broken, buy a new tablet.
If the icon changes when you try a different charger, then you have the answer.

You should look at a Google Chromecast.
This is an HDMI device, that you can stream from your android to the ChromeCast connected to your TV.
They are actually quite cheap to purchase.
Then you use your tablet to control it.
It should also work with Netflix.
I don't know much about them but I had the same problem with another tablet. Try keeping you finger pressed against the screen when you restart it for about 20 seconds max. It may work.
