Did you try a CD installation of windows to do a fresh install? from your description you have a motherboard problem, changed the ram and hardware nothing more you can do.
Make sure you are connected to the internet so the laptop can have access to the internet. Go to the control panel > Device manager (in xp the device manager is in System) scroll down to cd/dvd device and double click, then right click on the listed device and select uninstall. Once you have uninstalled the device reboot. When windows reboots it will possibly ask to search windows update for a driver, allow it to do so. When windows installs the device, test it out.
If your OS is XP, Vista, or better, try going to your Device Manager. Locate the device, right click on it and select Uninstall. Close all windows, reboot, and the installer will automatically reinstall it for you.

I've read this problem due to new hardware interferences with desktop computers, all they had to do is change a few pins around on the harddrives.. since this is a laptop, and is quite difficult and dodgy to access the hardware, the only other suggestion is to reinstall windows with a recovery disk, or windows CD-ROM.
Try rebooting and hitting the F8 repeatedly as soon as the boot sequence starts. When it comes up to an options screen select repair. From there you can let windows try to repair or select to install to the factory settings.
go to device manager under System Properties. Locate DVD/CD Drives, expand it, select your drive, right click and then left click on properties, select the General tab and check the state of the device IT SHOULD indicate the device is working properly, if so or if not, select the Driver tab unomstall the driver, reboot, see if Windows will reinstall the driver as it should recognize the device as a new drive. If not return to the device manager and reinstall the driver.
put your window disk in cd drive,reboot ,option press any key to boot from cd should apear,press any key.new options select install windows ,not repair,system will find os already installed,now select repair.
the rebooting could well be a driver error, and you pc is set to reboot instead of stopping and showing the code numbers on a blue screen togive any clues, but it sounds as if it could be the touchpad driver.
Go to my computer icon, right click>properties>hardware tab>device manager and look down the list for mice and other pointing devices and click the '+' sign and it will probably read synaptics touchpad, right click on it and select uninstal.
Restart your notebook and the touchpad will be installed automatically and should, if the driver is not corrupt perform as normal.
