power supply? check and re-check connections (hard drive, cpu power cord, main connection to motherboard).
its your memory listed under the "memory support list" of your motherboard manufacturer?.
if not listed, contact the manufacturer (motherboard and memory) to make sure that they work together.
if none of these works, you have a bad motherboard. Good Luck
2 choice - reinstall windows over the old one. this will require correct drivers & reinstall of all software.To avoid loss of documents - don't format & don't use same users names as last install or put in new hard drive and make old hard drive as secondary.
both choices you need to get into the bios to change the boot order so cd boot first to get into the windows cd if it is'nt set yet
I would think it is stuck in a loop. Press the power button until it ends then restart the laptop. It will complain and probably start up in safe mode, let it then close down properly and it will be ready for use. Hope that helps.
Sounds like it may be the cleaning light (far right)
You need to use a cleaning tape in the drive (they do expire after either 20 or 40 uses so use a brand new one to be sure)
That should clear the light. If it comes back on after another backup then try using the cleaning tape again and then a brand new tape for the backup.
If the light comes on again then the drive will need to go for repair as the head is knackered.

You have a corrupt Windows system configuration/registry. Someone else chime in if there is hope, but my only solution (given it won't start up in safe mode) is to wipe and reinstall.
