No this is not possible. If a phone is blacklisted, several bells should go off in your head. If you bought it blocked from someone, take it back because it is useless. If you took it from someone take it back with a huge apology. If a phone is blacklisted with a network carrier, then the phone is blocked on the Blackberry Server (RIM)
Only the owner can have the handset unblocked. For this the original case reference number\ in most cases a Police case number. Proof of purchase and proper identification is needed
So think again -Why is the blackberry handset blocked?
Blackberry is most secure company in world. you can't unlock any blackberry device without secure authentication. or provide needed information,
you must enter your registered email and password and blackberry id to blackberry phone and then you can use that as per needed,
and either you can fully format blackberry phone to re use and completely factory reset after erase each and all data and you need to provide another blackberry id .

Once it has been locked from further use it cannot be unlocked unless you can prove you are the original owner and your account details to the cell phone service provider
