What are the tune-up specs for a 17 hp Kawasaki engine?

CCs can't be directly correlated to HP. They are measuring different things. It depends on how the engine is tuned. You can approximate that small engines 1 HP = 30 - 32 CC, car engines are usually 1 HP = 15 - 17 CC. So, 16.5 HP or so.

The engine number is worthless. The frame number is the key. If your bike is 1980 or so, pray that it has 17 alpha numeric digits in the number. Idle speed--Turn headlights on highbeams and turn a/c off
500rpm for man trans--500rpm auto trans in neutral.
