Try writing to Singer and asking for a manual for your model....or Google the Singer model and include 'manual'. I can direct you to Smith Corona; www.willrepairservice.com. for any part, manual or repair for an electric typewriter.
The Singer support site has manuals for download or purchase. Start here: http://www.singerco.com/accessories/manuals.html and enter the model number then click Search. Then click on the Free Download button for your machine. There are two different machines with the 14SH654 model number listed; one is an UltraLock and the other is a Finishing Touch sewing machine.
Just use your mouse to click on one of the five links, which are the underlined and highlighted text just above. This will open a new web browser page automatically for you and allow you to view the information and items at the website indicated.
I can't seem to get this thing posted. I have the same problem and have started contacting leather craftsmen to see if someone can fabricate the belt. We can't find the join and wonder if each end was shaved down and then overlayed and glued somehow to keep it all the same thickness. Let me know if you come up with anything.
