I'll first answer in English and then in Portuguese..
The 'Fn' key is not reactivated. As a matter of fact, it 'activates' the special functions marked in the same color or with the same pattern as is shown in the 'Fn' key. Pressing and holding the 'Fn' key while you press any of the function keys will enable the function marked on those keys (increase or decrease brightness, increase or decrease sound, open the DVD player, lock/unlock the laptop, start the browser, etc).
In the case your problem is that the 'Fn' key is not performing the actions described, along the other function keys, maybe it could be caused by a defective contact matrix under that key. In this case, you will have to take your laptop to an authorized service repair shop and have its keyboard repaired or replaced.
Hope it helps!
Agora em Portugues:
A tecla 'Fn' nao e reativada.
