I had this happen to my iphone and let me tell you it sucks big time!! Anyway if its anything like the iphone is, which every touch screen usally has the same general parts, then the gel like glue is just that, glue that holds things together. Used usally to hold the digitizer, lcd and screen together.
I had the same, or a very similar problem. What happened with mine, was the sensor on the upper right corner of the phone was getting blocked. It is supposed to sense when you have the phone next to your face and then it will darken the screen, Mine had plastic that was obstructing it. Hope this helps.
The screen on these are a touch screen to a point, if you drop them or if there is a little dirt or dust on the sreen it can come uncalibrated this can only be resolved by taking it to an authorized deal to be cleaned and calibrated.
Have you tried removing the battery and waiting for a minute and replacing it in the phone. The phone will reboot and possibly your screen will work again.
Have y tried restarting your phone?
Is it completetly dead??
If its so, then your touch screen may be blown.
Anyway u try flashing your phone and give a try..
