Thre serial doesn't seem to fit any of the common schemes. Please double check that it's correct, and see if there is a letter associated with it as well.
That said, the bolt on neck Epiphone Special instruments are made in China.

What year is my epiphone serial # 101102936 made?

Vintage numbers from 1932 to 1970 are now supported. Serial numbers from 70' and 80's era Epiphone guitars made in Japan are not supported. The reason for this is that there is no reliable documentation from this time period. This Module has been updated to work with the newer serial number formats.

Gibson serial number check

Gibson 1961-1969 Custom SG reissues since 1997
YYRRRM
Y is the production year
RRR(R) indicates the guitar's place in production for that year.
M is the model being reissued
Reissue model codes:
1= SG Custom and Special
2= SG Standard
3= 1963 Firebird 1
4= 1964 Firebird III
5= 1965 Firebird V & VII
8= 1968 Les Paul Custom

I have an Epifhone SG special, red When I play on the top of the neck the pitch can change up to half a tone. Only by picking a tone on the top it is is very sensibel. I noticed the arm moves a lot more...

You mention an "arm" but the websites do not show any "arm" on the SG specials... If you mean a bender arm, your guitar has probably been modified and maybe done so incorrectely. The problem sounds like one of "intonation" which has to do with the lengthwise positions of the saddles at the bottom although a hallf tone is a lot to be in error from this. Watch videos on YouTube about guotar setup or take iit to a guitar shop to have it setup correctly. You can DIY this.
