As stated, you need to contact PP directly and get your profile revised and authenticated. It is much easier than banging your head against the wall when trying make some simple changes.
Pay Pal had some security issues in the past and are now very strict about making online changes.
If you have 2 factor authentication on your account, you are not going to be able to log in. If it is just someone who has hacked your password, you will need to go through the password recovery flow. If you are unable to go through the password recovery flow (forgot answers to security questions), you will need to contact PayPal.

Having a different phone number has nothing to do with your not being able to log into your account. Are you sure you are using the correct password and your user ID are all correct.
Your Paypal account could have been "hacked" by a low life and your password has been changed. look up Paypal's contact phone number by going to their login page aand look for a tab named contact us. You will need to be ready to provide answers to your security questions and if you have forgotten them....you may not be able to reset your account password. Paypal is very serious about security and will run lots of questions at you to verify who you really are. good luck. Your phone number can then be edited once you have access to your account and can log in. Regards,
