I have 42in Kdf42e2000 and it keeps cycling on and off. it stays on for 45 sec and the shuts off power light blinks for 42 times then it goes back on and the cycle starts again. Does anyone know what could be wrong

Its symptom of weak lamp in TV, please replace lamp.
Lamp replacement procedure is easy and mentioned in instruction manual, if you need copy of manual, click Sony Support.
Please buy Sony original lamp for TV safety and avoid aftermarket/ cheap lamp.
You can buy replacement lamp from Sony Accessories Store under following part number..

2. Do you have an image of any kind for that 45 sec.?
When it drops out after 45 sec, do you have any strange behavior as you look at the screen (colors, blinking, lines, squiggles, noises, smells)?

How long do you need to wait until you can turn it ON again?
4. What is the status of your screen saver/power saver? 45 sec seems pretty short but it's still possible.
5. What does the manufacturer's website have to say about this problem? What do other users have to say when you search for your model?

Yes, its symptom of weak lamp that has been reached to end of its life. If lamp has not been replaced in last 2-3 years, replace it to solve tv issue.

If the TV cycles 3 times then shuts down or the picture goes on and off then I suspect you will need to replace the projection lamp. The part number for the lamp is F-9308-750-0. Please take a few moments to rate my answer. Thanks....

Maybe the probles is with the ballast. the ballast # is A-1247-118-A, no longer available, the replace ballast # is A-1247-19A, is the same.
