check wiring loom for brakes ,First test horn by connecting directly to battery .You need only one wire .Attach one terminal of the horn to -- negative post and with a lengh of wire attached to the other terminal of horn flask across the positive pole .if the horn is ok it will sound off .If this is all ok then you need to trace the horn wiring for breakages or the horn button itself may be corroded and not making a good .contact .
take the hook provided and loop each loop over the next until you get to the end and then tie that one off for a hanging loop. My kids and grandkids have these looms, hope this helps.
