at this point it indicates a blockage in the pipes after the bottom pan
could be tree roots, waste, grease and fats from the kitchen /bath
try using a quality caustic soda product to destroy fats , waste and other organic material
other than that get in a plumber with a worm and cutter to remove build up/ roots from the pipe
if this problem is new in an established system it needs cleaning out but if is new in a new house , get a plumber to rectify the plumbing layout
The roof vent for the toilets is shared. It is the pipe (on the roof) that lets water in the drain system. When clogged, it causes what you have. A garden hose placed in the roof vent (and turned on) may clear the blockage (could be leafs or pine straw or a dead bird). Needs to be cleared... I have used a plumbers snake with 100% success....but you may not have one...so the garden hose suggestion. Be careful on the roof.
It could be a blocked vent.when the downstairs toilet flushes it draws air down the drain with the wastewater. The vent is suppose to supply air to make up for this. If the vent is blocked or there is no vent. Air is drawn from the easiest place ,in this case through the upstairs toilet,drawing the water out of the toilet trap with it. In northern climates the vents sometimes frost shut causing the problem you describe. Hope this helps.
Your sewer vent may be clogged, or if you are in the northern climates, frosted shut. When you flush the toilet the water displaces the air in the drain piping. The vent gives the air somewhere to go. If the vent is plugged the dispaced air forces it's way out through the path of least resistance( the lower toilet in this case).Pour some hot water down the vent where it comes through the roof to thaw it out.or run a snake down the vent. We also have this model, and ours is hooked to a septic tank, and with a whole lot of trouble, I believe we have your answer.
It is: Toilet paper.
You can pull up the Sani-flush people on line, and they will help you disassemble your unit and clean it. You should find it bound up with a big wad of toilet paper. The newer toilet papers, particularly the softer/gentler/stronger ones, are more glue than paper, and will clog up everything. After our latest go-around a few months ago, we had to go to some stores and buy an assortment of toilet papers, and put samples in glass jars with water, and shake them, to see which would disintegrate, and which stayed together. Because of this, sounds like you will find this the problem. Best not push the motor, or it may burn up, and be quite expensive to fix.

The problem may be in the venting of the toilet. If the vent for the toilet is plugged or in the northern climates frosted shut the air in the toilet drain has nowhere to go when displaced by the flushing water so it backs up through the toilet and causes the "burping" you mentioned. Hope this helps.
Obviously the drain line from your toilet to main drain out of the house ( used by upstairs ) has a blockage from your toilet line to "Y" in to main drain line. Depending on how it has been plumbed, there may be a clean-out between the 2 that can be used to remove the blockage. Your drain for shower is piped in to same line as toilet, thus when blocked at other end, overflows to shower. You can try some drain cleaner down shower drain if it will go. You might get lucky and release the blockage before plumber shows up .
The ball float follows the tank water level, and repeated cycles of the float dropping and opening the fill valve would likely reflect a leak in the flush valve. You could try adjusting the float arm downward so that it will respond to a lower water level. Try turning off the supply valve, flushing it and listen for water leaking past the flush valve after it closes. If it does, replace the flapper or adjust the chain.
for the upstairs if the valve is fully on there is not much you can do other than replace water service to the house or heaven forbid repipe.Valves usually don't restrict fill volume.But you can take the supply loose from the tank and stick it in a bucket turn the valve on and check the flow.this should narrow it down.Down stairs repair or replace flush valve
low water in the bowl is only caused by the float being to high! the gurgles is Usually because of air coming back up through the pipe, check your vent pipe that come out the roof. this will help the draining.
