Many of our phones are now sold unlocked. If it isn't contact the current service provider. Some phones, based on their service provider cannot be unlocked.

Your system software / firmware has become corrupted. You need to download and install replacement firmware for your phone. You need to choose the correct firmware for your exact model and service provider / carrier for it to work.
I wrote fixya tip on how to do this a few months ago, the links are below. But don't use the verizon firmware unless verizon is your carrier - get your carriers firmware from Motorola's MotoQ website.
Or, just take it into your service providers store and get them to do it.
