There is a water level sensor that reminds the operator to refill water.
In most automatic machines there is a float magnet that rises with the level of water to indicate the water level.
In other machines the weight of water in the water container activates a micro switch located under the water tank.
Check the micro switch by manually operating it. Make sure the weight of water in the container is on the micro switch and activated to eliminate the blinking error signal.
I do not know of any coffee machine that will ignore an error signal and continue to make coffee.

it sounds like either the pump is giving out or the flowmeter.
since it is releasing water from teh steam valve, i'd aim more for the flowmeter giving out.
Not sure if saeco sells them to the public. Usually gets sent out for repair. Repair will run ya 100-150 usually.

I was having problems like this and then I read on a different string on this website that people have had success by flushing the system numerous times (sometimes up to six times) with vinegar. I took out the charcoal filter and flushed once with vinegar but only saw a small amount of improvement. I was out of vinegar so I used Lemishine mixed with water and it went from making one cup to making a full pot with one flush.

Yes it is possible to go the the next larger element.
Yes if the machine was plumbed there would be a difference in the way it brewed the water temp. if you look at the end hose in the pan from the solenoid, it takes a while for it to pour out 3liters.
Try using a different sprayhead(if yo;u are using a 6 hole try getting a 5 hole. That will constrain the flow of water a little more allowing the element more time the heat the water.

I had the same problem, and it turned out it was the top needle that was clogged. I used a safety pin to clean out the needle and it worked again . . . I descaled immediately, just in case it needed that too. I am back to coffee goodness!
