    I would suggest to set the time zone before setting the clocks time, otherwise when you change the time zone the clock time changes with it.

Sharp SPC315 Clock Setup Instructions

Set Time Hours and Minutes:
Press Time/12/24 and Alarm1/ON/OFF buttons at the same time for two seconds and it will start to blink the hour.
Press the Adjust/Channel button to change the hour.
Press the Time/12/24 to go to minute
Press the Adjust/Channel button to change the minute.
Press the Time/12/24 to set.

Set Alarm1 and Alarm2:
Press the Alarm1/Alarm2 button to toggle either Alarm1 or Alarm2 to set.
Pres the Alarm1/Alarm2 and Alarm2/ON/OFF buttons at the same time for two seconds and it will start to blink the hour.
Press the Adjust/Channel button to change the hour.
Press the Alarm1/Alarm2 to go to minute
Press the Adjust/Channel button to change the minute.
Press the Alarm1/Alarm2 to set.

Set Calendar Year:
Press Calendar/C/F and Max/Min buttons at the same time for two seconds and it will start to blink the calendar year.
Press the Adjust/Channel button to change the year.
Press the Calendar/C/F to go to Month.
Press the Adjust/Channel button to change the Month.
Press the Calendar/C/F to go to Day.
Press the Adjust/Channel button to change the Day.

If you have misplaced (or simply lost it)...
Go to manualslib (here: page bottom) ...

The DEFAULT time zone is "PACIFIC"... ("P").
Press the "SELECT" button through
"M" (mountain)... "C" (central)... until
you get to "E" (you guessed it EASTERN).

Why not refer to the instructions of the clock? And for most clocks, you can reset time from the buttons in the back of it.

How do I set my sharp atomic clock. Put in new batteries and set time and date on back of clock but the outside temp is not registering?

That makes scence, you have to have an outside temperature probe. If it is wireless it also needs batteries. Check manual for more details.

How do i get the outside temp. to work

If you have a outside sensor add betteries.Wait for it to connect to the base. You may have to "reboot" ,remove batteries from base and outside temp sensor and replace both, Patiently WAIT I have a similar device and once a year I replace the batteries It takes a while for the devices to re-connect and set , the atomic clock as well. That said, How far is the Temp Sensor from the base unit? I set my outside sensor near the base to connect and move it on th outside porch (30' away) out of the direct sun and rain. I not sure if this is necessary but that the way I reset them.
