I removed the handle from a teflon coated saucepan for divesting the pan of the teflon coating. What material is used for the rivets used to attach the stainless handle to the pan?

In most cases no, the metal is not sturdy enough to be straightened and there is no form that you can use to hold it steady. Also if it has a coating on it like Teflon, you risk scaring the coating or making it come unbonded from the metal..
Not sure how safe it is to use appliances with cracked teflon coating. However there are ways of replacing the coating. Visit this website for details. I do not have any personal experience with this. I usually throw the appliance or utensil in this condition at my municipal dump yard.
No product of this kind available. Pans are made to be used with plastic utensils so you don't scratch coating off, once you scratch coating of the pans they need to be replaced. I would not use them anymore, every time coating scratches off you are eating it. Who knows how bad this could before you, no one tells us this.
I would NOT reconsider replacing the pan with one coated with Teflon™ - - what do you think happened to the coating that disappeared? I would avoid getting more of it into my food if possible - see the following links.
I recommend using non-stick sprays or other shortening/oil treatments to act as a "release agent". Perhaps a little more work, but far less potential for ingesting PTFE (the chemical that is Teflon™) which is having it's safety questioned.

Sadly there's not much you can do here then. If it has started to bubble it only takes one swipe from a utensil to break it open and I had to get rid of my 12 year old tefal pot because of a very similar problem.
Teflon sprays exist on the market to spray light coatings on mechanics. However it is not fit for utensils or anything that may be consumed out of. You should just invest in a new set.

Well if you just purchase it. I would try returning it , and explaining your defect to the customer service agent. Or contact the company who makes the product.
