First check to make sure the video cable is properly inserted (also make sure that it is in the correct port - some PC's have two video ports - one integrated into the m/b and another added to the slot)
Try going into the BIOS to see if the video is working at all (try tapping on the DEL key when starting up) When in the BIOS check to make sure the correct video port has been selected
Sometimes some monitors can be reset by unplugging them, holding the power button for 15 seconds and then try powering them up.
