Try this:
Pick a handheld, press Menu - H/set settings - Reg Handset - Select Base 1, enter 0000 as password. Now on the bottom of the base station press and hold the Register button in for about 10 seconds or until the h/set beeps.

If your system was working fine, and it all of a sudden started doing this, it sounds like your base has taken a surge of some kind. Your base needs replacing. You can try re-registering the handsets, but from my experience the problem is fatal. Now if this is a new installation and the handsets never work yet on the base, you just need to register them. You can download the manuals or get tech tips at Siemens website, gigaset FAQ pages.

Yes we have new ones we sell to the do it yourselfers or you can send it in for repair and we do some updating and put in a new display. You can find us by googling Siemens cordless telephone repair and look at the non-sponsored links.

SOURCE: system pin # reset
There is a way to override and reset... I think you need to press *67# when in the system pin area via menu. Confirm this first though. There is a way to do this though- then you reset it to 0000- google it and you will find the answer-
