To answer that requires more information. What brand tablet is it? Even tablets that have SIM cards and can use mobile data do not actually have call capability like a cell phone. However, any tablet with internet connection, either by wifi or mobile data, can make and receive calls, texts, and even video calls, using an app such as Skype, Viber, Google Hangouts, or even Facebook Messenger. When you use an app like that you make and answer calls using the app. I have not used Facebook Messenger for calling, but I have used the others. All are available for Windows or Android.

Are you attached to Wifi? If you are, you can ONLY send messages to other Apple equipment (blue messages) or you can send messages to other WhatsApp users using this app.
You cannot send messages to a mobile user if you are not connected via the 3G or 4G networks.
If you are using a cellular iPad mini and you are using WiFi turn off WiFi and your mobile network will allow you to send pictures its classed as sending an MMS message if it still won't work you need to get the MMS settings from your network (Vodafone, o2 etc) or if you have a WiFi only iPad then you can't use Imessage to send pictures as it won't work over WiFi but messaging will

place your sim on a another mobile and check still you didnt receive any messages. If still ther is no messages then contact your service provider and ask them why they block your incoming and outgoing message facility. If you receive messages on that sim then you can reset your phones software
