***Manually clear the print queue***
1) Open the "Services" panel. The easiest way to do this is click "Start" and type "Services.msc" (no quotes) in the search box.
2) Scroll down the list of services to find and select "Print Spooler". Click "Stop" in the left panel.
3) Open Windows Explorer ("Computer" in the Start menu). Navigate to the spooler directory (typically "C:\Windows\System32\spool\PRINTERS") .
4) Delete the files in the directory.
5) Go back to the Services panel and click "Start".

Epson programmed their printer to monitor the waste ink counter andyour printer has reached the maximum value allowed, you have to resetyour printer to clear the waste ink counter.
After doing some searching, this was the best I could come up with:
Turn off printer
Press and hold 'stop' 'maintenance' and 'power'
buttons for about 10 seconds. A message will appear on the screen.
power off and back on for reset
Allegedly, this is a pre-set maintenance routine epson implements as a service reminder...though I could not confirm this one way or another. I hope this works for you, as the epson website seemed to be utterly useless in finding a suitable resolution.
Press and hold “Stop”, “Maintenance”, and
“Power” buttons for about 10 seconds. A message will come on the screen
saying counter is reset and to turn the printer off. The R200 and
others don’t have a screen so just wait until the 10 seconds is up.
Turn the printer off, unplug the power
cord. Wait about 1 minute and power the printer back up. The counter
will be reset. That’s all there is to the reset procedure.
I solved the problem .. during the ignition printer I inserted a sheet of paper in the printer (side cartridge) while the rollers running. the printer has expelled the sheet and the problem is solved
