This set will simply not pick up any local channels. Given it is an old set, and the documentation is dated 2007 at which time all sets should contain a digital tuner; however, this set may be in the 2004+ slot where the research indicates that HD ready and HDTV sets may require a "special" converter or cable tv connection. Any confirmations that this is the issue--and what would be the best converter box to connect to the set?
As far as I can make out, this Toshiba model is made for the US market so doesn't actually have a freeview tuner. It will only receive satellite and cable HD signals and local US TV, all of which has to be bought. You need to get something like an August DVB400 - HD Freeview Set Top Box -Digital PVR Tuner with USB TV Recording, eBay would be best I think, where they are sold for under £30.00. The tuner packed up on my 32" Regza so I bought one of these and it works fine. Plus you can record to a USB stick if you don't want to miss a programme. Hope this helps ......BS
