How can I turn on & off the cigarette lighter with ignition key? 2004 Ford Explorer

You probably cannot turn it off by just turning off the ignition. That accessory is suppose to still work even though the ignition is off. If you are not using it at all, then you could locate the fuse box(s) that has the fuse for the lighter, and take the fuse out; although this will render the lighter unusable.

Check in Passenger Fuse Compartment the position 41, 20AMP for CIgar Lighter and OBDII DIagnostic Conector.

The fuse number is 41 20A yellow mini fuse. Below is the manual the fuse number is on page 199. The diagram of the fuse panel is on page 196.

The Cigar lighter / DTC connector fuse is Fuse #41.
