If you look at the service manual for the D830, you can access/see the inside switch to the left, below and to the left of the red arrow, in the first diagram here: http://support.dell.com/support/edocs/systems/latd830/en/SM_EN/sysboard.htm#wp1084976

The pins that push the slider on/off have probably broken on your case, but you can probably manually flip the switch to the ON position. The switch may still be broken, but you can at least use your wireless!

Note the series of instructions on that linked page are to REMOVE the system board - you will not need to do EVERYTHING, but it gives all the steps to open up the case which will let you access the switch. Taking out the keyboard is not enough.

You need a master password. TO get it, you need to Transfer Ownership using this link: http://support.dell.com/support/topics/global.aspx/support/change_order/exception_tag_transfer?c=us&cs=19&l=en&s=dhs

Then, once the computer is registered to you, call Dell Tech Support for the master password (THere may be a fee involved)

Contract the seller and get the password

in order to remove the keyboard
1. remove the hinge covers and then take the grey strip out where you have the power buttons also
then you will see the 2 screws for the keyboard .
Then take the keyboard out .

you will stille need the operating system disc for xp or vista unless your system had a pre installed OS in which case there will be system recovery option in the computer
