(1) The water inlet valve is an electrically-controlled valve that opens to allow water to enter the dishwasher. Depending on the model, the valve stays open either for a set length of time or until the dishwasher has enough water. However, if the water inlet valve doesn't shut off after the dishwasher has enough water, the dishwasher will overflow. If water drips into the dishwasher when the door is open, or if water collects at the bottom of the dishwasher while it is not use, you may need to replace the water inlet valve.
(2) The float switch actuates in order to prevent the dishwasher from overflowing. If the float switch is defective or stuck, it might not stop the dishwasher from overflowing. If the float switch is defective, replace it.
One would need the model number of your machine.
Check to see if the water shut-off valve (located under the sink) is
open. If you get water to the dishwasher, but there is still no water
inside during the fill cycle, the problem might be with a faulty water
valve (located at the bottom of the dishwasher, behind the kick panel,
on either side), in which case replace the water valve.

The next most common cause of no water entering the dishwasher is the solenoid valve on the dishwasher that is electronically opened when the dishwasher needs water to enter for wash or rinse. This valve is located just pass the connection where the fill pipe connects to the dishwasher and will have two wires connected to it.

On a Whirlpool ADP4731 dishwasher, try this...
Double check that the under-sink valve is open, providing hot water to the dishwasher.
If it is, the water inlet valve should be checked for proper operation.
The F4 error code means "drainage fault" which should be checked after the water inlet problem has been resolved.

This sounds all to familiar. I had this problem once and it was valve that was closed and would not open. The cause was lime in the water that built up over time. This was an unnecessary expense. Is the water in your area generally hard? Once I replaced the valve, it took care of it.

Did you turn off the power at the breaker for 5 minutes to see if it resets the system? Here are four things to check forthis problem!
Water source turned off Check to ensure the water source is turned on and water is getting to the water inlet valve.
Float switch The float switch allows
water to enter into the machine to a point where the float will rise up
off of the switch and disconnect power to the water inlet valve. If the
switch is defective or the float is stuck in the up position, the water
will not enter into the machine Defective water inlet valve If there is 110v across
the two wires on the water inlet valve when the machine is set to fill,
the valve should open and the water should enter into the machine. If
the water does not enter, the valve is defective.
Defective Timer The timer is a series of
switches that controls all machine functions. If one of the contacts in
the timer is defective, the machine will lose that function. knowledge
of the the use of a vol/ohmmeter is essential to testing the timer as
well as the ability to read the timer sequence chart that is supplied
with the machine. In most cases this requires a professional technician.
Check water entrance pipe, myaybe it was bend (if you have there a tap - see it is open).
The water entrance valve is an electromagnet valve,loocated at the pipe's enterance to the machine. Test that it get power (with your meter). In case it get power and dosen't work - You can easyly open the valve and clean it (from scale or other dirt). Be aware you should disconnect the power cable from machine before doing it !!!!!
Check as well for valve's coil resistance. In case you have no resistance measurement - you should replace for a new valve.
