The energy required to lift water is proportional to the head. The approximate answer would be (85/65)X 2100 ~ 2746 gpm. There is a small correction needed for the increased velocity of the water but it is very difficult to determine theoretically. The given answer is probably correct to +/- 5% .

Suction cuts out how to fix. Vacuum pulls water for about 20 to thirty seconds and then the suction cuts out.

Drain the vacuum each time.
A ball inside the vac stops the flow before the water level allows water get sucked thru the machine

Want to rmove sludge, organics from pod wihout rmoing the water

You may need to develop a centrifuge in line with your intake to throw off water, or a screened water take up which will drain back to your source, but it must be sealed while running.
Central vacs have an optional water pickup device that works in line for spills . I do not like these but the concept could help your scenario. The idea is that there is a short hose, then an inline pail with a drop bucket for the water and a flow thru intake and out port to the actual vac piping so the air can continue thru to the vac without carrying the water into the wall. Gravity makes the water drop and allows the air to continue down the vac line, but the sealed pail ensures you have continuous suction.
In your case you would have to rig a shutoff float as well. Look up a company called VACUMAX on the INTERNET. I think they might be of help as well if they are still in business, around Elmira Ontario, Canada

How do you use vax 2000 to shampoo carpets. do not have a manual

Set up is complicated unless you are patient.
Remove the paper dust bag from the bottom of the canister and then filter ring. Then put in the recovery bucket of which 4 litres of warm water should be added and a capful of floor cleaning solution.
Then remove the pump wire on top of the Vax motor where the blue filter circle is (keep the filter in, do not remove it!).
If the 2000 has a separate pump notch on the rim of the Vax motor head on the outside then you should plug the black cord in that has a washer screw type metal connector. Push, twist and lock in. Then the black cord which eventually leads to a clear pipe with the older clip on wash handle that has to be clipped to the main hose handle has to have the black and see through cord clipped to the main hose and eventually down the extension pipes until you get to the floor head. If you have the older style T shaped floor head the cord should slip into the floor head easily. Then either squeezing the trigger to release the cleaning solution in, switch the Vax on and hit the secondary pump button. This will pump the cleaning solution and water into the carpet. To stop the pump you can either lock the wash trigger to stop the liquid or squeeze the trigger to make sure no other liquid comes out. Generally you can see the foamy carpet solution flowing through the see through rubber hose and eventuallly through the floor head.
To **** up the rest of the carpet solution, stop the pump button and the Vax can be used to **** out all the dirty solution/water in the carpet. Its a big and tedious task generally!
See an alternative manual for the Vax 1000 which is an older model but similar to the 2000. It is free and in pdf downloadable form:

BISSELL 1699 :WATER PUMPS THRU HOSE BUT NOT TO FLOOR NOZZLES

Did you blew thru the heater with both hoses off of it? If you did and it was clear, could be the pump, it is just working weakly. Is the top cover flush with the base in the back? If it has broken loose and has risen up, then it won't work. Here is a diagram that may help:

No water or shampoo releasing

Take off the 2 spray nozzles and blow thru them, they may be clogged. You ay also try running a mix of water and vinegar thru it to help clean out the lines. May have a bad pump.
