W3000, power and audio but not picture

Hissing sound normally from Power Supply unit(PSU), usually from Transfomers in the PSU. Usually caused by bad capacitors. Try this capacitor replacement kit, on ebay only $15. http://www.ebay.com/itm/Repair-Kit-RCA-L32WD22-LCD-TV-Capacitors-/230637983468?pt=LH_DefaultDomain_0&hash=item35b31856ec

Could not find any PSU board available at the moment, but have tried that kit and it works.

This is a know problem due to shorted out IC in the primary side of the switching power supply module, you can get new supply or the repair kit on EBAY.

Check the switch mode power supply IC for shorts. This is very common problem for this model, you can get the repair kit for it on EBAY.

More likely to have shorted out SWITCH MODE POWER SUPPLY IC, very common in this power supply. You can replace the power supply or buy a repair kit for this power supply on EBAY.
You should at least finr out if your are getting the 12vdc at the power supply output connector.

The common problem in this model is failed power supply (switch mode IC shorted out). You can get the repair kit or buy new supply.

I agreeing with Guru it might be the blown fuse at the power supply
the tv serviceperson has a meter to test if is the fuse
is bad.
