this is the control board you will need for your model if unplugging the unit for 5 minutes doesn't fix the problem. If they are LED lights, then I point my finger at this. This is a plug and play board with molex connectors. Very easy to install with unit unplugged. You can manually reset the display and check for error codes by holding the top left and top right button on your user interface for 5 seconds in unison FOR 5 or more seconds after all the lights flash.

Unplug it and see if it resets after you wait 5 minutes and plug it back in. If the outage was caused by a surge, it may have damaged the control board.

According to Samsung Customer Support SE stand for Sensor Error... after a power outage... so follow the same procedure as 1e (holding the save energy and lighting button for about 6 to 10 seconds.)

Do an old fashioned dethaw of your icemaker. Remove food in compartment, unplug or turn off freezer. Leave doors closed, and get a thick towel and a pot of boiling water. Place the towel under the pot, close the door, and let the heat from the pot warm up that frozen freezer vent. That will clear the ice so the fan can draw cold air out into the freezer

Not cooling and led blinking from top to bottom

Your refrigerator is in "Cooling Off" mode, or sometimes called "Store Display Mode", which basically allows everything in the fridge to function except for the Cooling system. Press and hold down the "Lighting" and "Freezer" buttons for 5 seconds until you hear the "Ding Ding". Your 'fridge will be working again.

Not cooling

I think your soldering flat iron and the wick and the solder and the expertise to put in your caps in right and not destruction all of those other board, includes static electricty, it's not necassary to deal with your board with no static straps for the hold anyone grounded, and anything else this is certainly weakened and possiblly cause a disappointment afterwards. The actual worst you may be available can be the price tag on a new board, that is where you had been initially.
