if your talking about the counter, if it doesn't recognise a new cartridge, then most likely the printer needs to be put into service mode to have the counter reset, you may have to call in a Panasonic service man to do it for you.
after replacement of drum when you close the the cover just wait for few seconds to reset the drum
machine will take one cycle. do not open lid before comletion of reset cycle done.
If the other phones are not working, then I assume the base unit does not have power to it. So check the power supply to make sure it has proper voltage with a volt meter, I think there's a battery pack underneath also to check. Otherwise, you can contact the retailer where you bought for repair instructions.
