Hello, I was having the same problem with my ZTE Quartz tracfone from QVC. I couldn't send or receive pictures. I fixed my problem by
1. Go to settings
2. Click mobile networks
3. Make sure the ( Data enabled) is on ( blue check mark
Try wiping the system cache partition. There might be some temporary system data stuck there that's causing a conflict. You won't lose any personal data or settings. Follow the instructions in this video, butmake sure you select "wipe cache partition," and NOT "wipe data/factory reset."
Many times, picture messages must be downloaded over mobile data. Sometimes, your phone will only have wifi turned on. Turn off wifi or at least make sure your mobile data is on. This should allow the picture to be downloaded.
