Call the company the phone is with and explain to them the situation. Most companies do a trade in or they buy back peoples old phones. But a locked imei nothing can be done only the. Company that the phone is with Att,Verizon ect. Can help you.

If you have a stolen phone and know it, you should turn it in to the carrier and purchase a new phone or a clean used phone. Sorry, stolen is stolen and is illegal!

You are stuck. That cell-phone has been reported as "lost" or "stolen", which means that it cannot be activated on *ANY* network.

Your question is what if I found a phone that was reported lost...I would return it. That is why Verizon put's measures in place to block accounts from allowing people to activate phones that have been reported lost or stolen. Put yourself in the place of the person that rightfully purchased the phone and has either misplaced the phone or had it stolen. Would you want someone to return the phone or would you want them to try to work around the system to try to activate the phone that they already know is lost or stolen. By knowing the phone is lost and having the ability to return it and purposely not doing so, you are stealing the phone. Since Verizon has the MEID number on the back of the phone, they can return it to the rightful owner if you give it to them. If it were me, I would give it to Verizon and do the right thing.
