There is no horizontal oscillator IC. The horizontal oscillation is generated and outputted by the main system control IC LA76810 itself. Refer some circuit diagrams using LA76810 to get more details about the horizontal oscillation output from the IC. Measure the frequency at that output pin. It should be some ever near 15.62KHz.

But the problem is "Horizontal Output Line" Try that.

Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the 4 pin connector goes to it deflection yoke; from the main board for any loose solder terminals at the main board side.

Either bad solder connections on the vertical output IC or bad part in that circuit, IC or something else. I presume it is NOT a flat panel set but has a picture tube as no model number is listed.

Did you check if 24v supply is coming to the chip ( through a fusable 10 ohm resistor ) ?.Look for dry solder on the sync chip ( 24 pin or 40 pin IC ).
