To reset this tablet is a little bit tricky, because there are no physical Volume keys on the device, but we have a "hidden" RESET hole (on the side of the tablet) and using this we can easily do a factory reset on the tablet to remove the password and get access to it.
Using the Hard Reset (Factory Reset)
If you want to restore your Proscan Android tablet to its original condition, use a Hard Reset (Factory Reset) to initialize it.
1. Turn the power off.
2. Find the tiniest RESET hole on the side of the tablet next to the micro USB charger port and use a paper clip or similar tool to click it, press gently the RESET button in the hole. While you are pressing the reset button press and hold the Power button alsountil the Proscan logo comes up and the Android robot is displaying on the screen. (Note this is not the RESET hole on the back of the device.)
3. Release the Power and the reset button.
4. To get into the Android recovery menu you have to click it push it down again the tiny little RESET button in the hole and the POWER button together. Keep pushing the two buttons until the recovery menu displayed.
5. To highlight the options use the paper clip and press the RESET button to move down the highlighter bar until you get to Wipe data / Factory Reset. Press the POWER key to get in the next menu.
6. Move the bar again using the reset button and highlight Yes -- delete all data and press the POWER button.
WARNING
If you perform a Hard Reset, all user applications, user data and DRM licenses will be deleted. Please remember to backup any important data before performing a Hard Reset.
Proscan PLT722 soft reset or restart the device when it is frozen
If device is hanging, use a small pin or paper clip to press Reset hole on the back of the device, it will forced shut down and the device will power on again.
Proscan PLT722 factory reset from the menu
Factory data reset - Reset your settings to the factory default values and delete all your data. If you reset the tablet this way, you are prompted to re-enter the same information as when you first started your Android tablet.
Go to Settings > Backup & reset > Factory data reset > Reset Tablet and confirm
All data will be deleted!
Check the software version on your tablet: Settings > About tablet> System updates > Check now.

I'm not familiar with that specific tablet, but all Android devices have a way to enter a recovery mode menu that allow you to clear the cache or do a full factory reset. First, try the 'clear cache' option. If that doesn't work, you'll have to do a full factory reset (and you'll lose all of your apps and data).
Turn off your tablet all the way.
Then press and hold Volume Up + Power button until you see the Recovery Mode menu.
From menu on your screen choose option "clear cache" or "delete cache" by using Volume buttons to scroll and Power button to confirm.
Try to restart your tablet. If it still doesn't work, then do the same thing again, but this time...
From menu on your screen choose option "wipe data/factory reset" by using Volume buttons to scroll and Power button to confirm.
After that select option "Yes -- delete all user data", and confirm that.
try a factory reset
1. shutdown the phone
2. hold volume up button and press the power button
3. when manufacturer logo come leave the power button but keep volume up button to get to recovery mode
4. in recovery mode use volume up/down button to navigate and the power button to select
5. choose WIPE DATA / FACTORY RESET than select YES .... wait a moment then select WIPE CACHE PARTITION
6. finale step select REBOOT
keep in your mind all data in the phone will be erased
1. Power the Tablet off.
2. Press and hold the Volume Down button of the device, then press and hold the Power button.
3. Continue to hold both buttons until a bootloader screen appears.
4. Wait for the prompt that says to "Press <VOL_UP>" then press the Volume Up button to start the process. 5. Navigate to Erase content.
All info on tablet will be deleted but not the info in the SD card
The tablet will complete the hard reset process and reboot into a factory default state.
In order to hard reset your tablet, the steps given below must be followed:
Ensure that the Samsung tablet is powered off.
Press the Power and the Volume Up button together till the device displays the start-up logo.
Once the logo is displayed, release the buttons and wait till the device enters the Android system recovery mode.
On the displayed screen, use Volume Down button to go to the wipe data/factory reset option (Volume Up and Volume Down buttons are used to highlight the displayed options on the Android system recovery screen).
