What Tascam recorder are you using? If you are multitracking you will be unlikely to be able to use this mixer. Otherwise get a phono lead to fit the tape out and suitable connections for the Tascam recorder at the other end. This will allow you to record the main mix but unless you are a solo act or putting everything through the PA this will probably be pretty useless to you.

You likely have to format the stick from the unit before using. Also there MAY be a size limit for the useable stick.

For a flight case, it is best to find one that SPECIFICALLY mentions use for your unit. Having the supports in the right area to protect the controls is most important.

That's easily done. Simply connect the left(or right) output of your mixer to one of the channels on the peavey. Use any line input. Since the peavey is a mono system, there's no need sending a stereo mix to it.

You MUST turn off the echo from the computer OR remove the sound card to line in connections. The tape out goes through the sound card and immediately back out to the tape in and around it goes for feedback.

You CAN drive the power amps from the main amp inout jacks BUT the rest of the inout of the 8600 would be dead then. You can connect the L and R from the FX24 to either the media RCA jacks or into the channel9/10 jacks. FOr the latter, use TRS cables. Leave the two selection buttons in the up position.

How can I use my headphone by a Peavey 14 compact mixer.Which switch do I needs to use.

With the headphones plugged in, and the headphone level turned up you should be able to hear whatever is coming through the main mix. If you cannot hear anything, make sure the buttons marked 'TAPE TO CTRL/ HP' and ' TAPE TO MIX' are not pushed down.

Can I connect this mixer to a main mixer with 17 channels that is connected to an amplifier?

Yes you can - but do not use the loudspeaker outlets on the rear panel.
There are a variety of outputs on the front panel (bottom right as you look at it).
You can use the main output,  or monitor  send - (for monitor you may need to use the relevant 'send' switches on each channel to send signal to these outputs. 
You should also turn the power amp switch to main only (not main + monitor) so that the internal power amplifier is not connected to the monitor socket
You could also use the record out RCA (phono) sockets on the Peavey to connect to the CD / tape input on the main mixer.

I feel like a dork asking this question but how do you connect the amplifier to your mixer. I see that there are places for a banna plug however my mixer will not take a 1/4 banna plug.

In case you don't have one, here is a link to the manual:http://www.peavey.com/assets/literature/manuals/80300573.pdf I don't know if you are using a separate crossover between the mixer and the amp but here is the simplest explanation.I just reread your question and I don't even know whether you have a Peavey amp. Run proper cables from the main output of your mixer to the main inputs of your power amp.They will be 1/4"shielded cables or Balanced XLR cables. Do not use unshielded speaker cables to hook the mixer and the amp together.Run speaker cables from the speaker outputs of the amp to the input jacks of your speakers.Make sure the impedance of your speaker cabinets equals or exceeds the impedance rating marked on your amp. Here is the link to the newer model PV2600 manual:http://www.sweetwater.com/store/media/pv2600_doc_manual.pdf Don't use Speakon cables unless your speaker cabinets are equipped with Speakon input jacks. Banana plugs aren't as solid a connection as the binding posts are.

Using the USB connection to send the stereo mix to a computer

You have to insert a track into Reaper "arm" it. If you can't figure it out, I'd suggest posting in the Peavey forums.
