You should transfer pictures from your iPad 1 to computer first, and then transfer to iPad 2.
1. Connect your iPad 1 to computer and open DCIM folder where there are all of your photos on iPad 1. Transfer them to computer. Unplug iPad 1 and plug iPad 2. Directly drag and drop those transferred photos from computer to iPad 2.
2. Or you can try iCloud. Switch on the Stream Photos on iCloud of both your iPad, and open Photos app on iPad 1 to wait them being uploaded. After the process, you can check all photos on your iPad 2.

You can turn on Photo Stream on both your iPads, and log into the same Apple ID. Photos will automatically sync when the wifi is available. The easiest way to do this is to add the photo first and then text. To email a photo, tap the photos icon, view the photo you want to email and tap the share icon. An option to email should pop up.

Tap the email option and the photo will be inserted into an email. Then you can add any text needed within the same email.

Try downloading an app called Shareit.
When attached to the same WiFi, you can transfer Photos directly from iPad to iPad and even between Windows and Andriod devices. You start Shareit on both devices and send from one and receive on the other.

Well, this isn't definite, but it could be worth a try, but you'll lose your information on your iPad air, so if you have data on it you also don't want to lose, I don't believe it can be done, without some hacking techniques. Backup your iPad 1 to iTunes, then erase all data on your Air. Once you have now plug your air into the computer you just backed up your iPad1 and select to restore from backup. Like I said you will olds all of the data on your air, and if it's not duplicated on your iPad 1, then it'll be gone forever and probably not worth it for this one game.
