Cyberpower Power99 UPS battery power supplied outlets work only during power failure (outlets are dead when power is on, no power to computer except during power failure).

Bad battery in the UPS. To test unplug all equipment. Check outgoing power with voltage meter. Should read around 115vAC. Then unplug from the wall outlet. Check voltage again. If no voltage is present its a bad battery.

I looked for quite a while and I couldn't find anywhere that told me what the beep is... My best guess would be the batteries are bad and need to be replaced.
Use the like below and CyberPower will help you with the problem.
It may not be dead yet. Does it supply output? You have not mentioned. It would be considered dead if it does not give any output. Is the battery fine? If the battery is fine and there is no output then it may be dead. So, check the battery for any sign of life. Check the output. Check output with it plugged into mains. If all are negative then it is dead.
It would appear that you need to replace the battery on this unit. You could get a new battery from a local battery specialty store like Batteries Plus or Interstate Battery, or online at www.replacementupsbattery.com. A new battery would be about $30. If you took your old battery there, they could recycle your old one, as well as match it up with the correct one you would need (HR9-12 battery). Sounds like the UPS battery is bad, or the circuit break on it has gone. Is there a reset button on the UPS? Do you have the program that came with the UPS to check the battery status, those programs typically let you run a test on it also.
Well, it did just what it's supposed to do, protect your system from bad power. You probably had a power failure during the thunderstorm and your UPS shut down your PC. When you turn it back on the battery was too low and it shut off you PC again.Check your UPS software in windows, you should have an option to run a self test. But it should be just fine.
