Tried to cut water back on and test water dispenser but nothing is happening
By your question, you are saying you are not receiving water from the water dispenser. Make sure the electrical connector you disconnected when making the ice maker repair is securely re-seated. If you removed the door to make this repair, there is also a connector at the top of the door make sure it is also seated. The only other connection for water or ice delivery is at the water inlet at bottom rear of fridge. There are two relays at the water inlet, one for water, one for ice. If these were disturbed recheck that they were reconnected. Of course these checks should be performed with the power cord disconnected to prevent shock. Once all is checked, plug fridge back in. When dispensing water you should hear a solid clunk as the relay engages. As for the ice dispenser you will only hear the clunk as it requires water to fill the tray. Just remember to allow for two complete cycles (fill - freeze - dump) before receiving full cubes. Oh, by all means don't forget to make sure the Ice bucket full lever (Usually a thick wire) running the length of the bucket Is in the down (empty) position. If it is up, this turns off the ice maker indicating the bucket is full. New ice maker units usually come packaged with the (bailer wire) in the up (off) position.

You can add water manually to the ice make to force it to make ice..this will elimate the water inlet valve, just to see if the ice maker will make ice, and dispense it..
Just pour water into where the ice cube would normally be..untill it overflows, then let it sit all night, and see if it made ice..and then see if it dispense's it.

There is a test button on your ice maker that you can press and it will force your water valve to open and send water to it.
Did you replace the ice maker with the exact model..and made sure the plug for the wires are pushed all the way in..and like the other tech said, let the freezer get back to 0 degress, and let the maker cycle a few times..by listening to the ice fall into the bucket..then try..or wait until the next day to try...I assume the water is cut back on..
You shall allow time to drop the temperature in the freezer as new ice maker wont advance. As result of keep the door open the temperature raises and will stop ice maker. Also make sure water valve is open. Good luck
