I had this happen to me. I had purchased this for my eleven year old son. I was putting in his information and ended up getting the Code 541. It turns out that federal law prevents this particular tracker from capturing data for anyone younger than 13. I fudged his birth year and ended up being able to successfully setup my tracker.
Actually the feds don't prohibited this, the Feds require any company that collects data to take more security steps with their data. This is something Fitbit does not want to deal with at this time
