DC14 includes a Stair tool, Dusting brush and a Crevice tool. These are push-fit parts and will attach either to the end of the wand when additional reach is needed, or into the hose cuff for cleaning in confined spaces.

It probably needs to be cleaned but, no that is not your problem. You have a clog somewhere most likely. You should take it to your local vac shop to have it serviced and cleaned
Yes you can replace the hose youself. First buy the hose (through Dyson directly or google to see a list of online retailers). All you'd need to do is to unhook the hose from the bottom - you'll remove the canister/dirt bin and push the lower cord hook/cup off the back of the machine from the front and simply click the new hose into place.
Not sure, but there are one or two more possibilities. There are so many Dyson models that It's easy to confuse them, but I think the DC14 has a short length of clear plastic tube leading from the beater bar area to the rest of the vacuum system. Sometimes this tube develops a crack, with the result that air flow around the beater bar is reduced. I suggest you check that.
If you also have reduced suction from the hose, you will need to remove and inspect for blockages in the U tube at the base of the wand fitment, and also in the inspection port which is to the right of that (two yellow buttons to be squeezed to remove it, I think).
