On most cell phones, to redial the last phone number dialed, press the green phone icon when the keypad is displayed on the screen. You can only redial the last number dialed. To obtain a copy of the user manual, follow this link and download the pdf.

Press key to activate redial feature. Press redial and scroll back through numbers that have been dialled. Until the desired number is displayed. Press the * key to activate dialing
It's been a long time since I have used Panasonic analog phones, but the redial function in them used to be mechanical. It dialed 15 times with a 45 second pause between attempts. The key was, it expected you to pick up the handset, cancelling the redial if you got an answer.
If you got an answer and didn't do anything, it hung up and redialed again until you picked up the handset!
The person who owns the number might (coincidentally) have turned redialling/redirecting on while playing/experimentating with some settings on the phone..
Redial is used by pressing the redial button to access the stored numbers, each press brings up another number. To dial the number you want hit the # key. i.e. to dial a number you called 3 phone call ago you press 'redial', then 'redial', then 'redial' followed by '#'.
