There should be an external button somewhere on the side of your laptop. Also try the FN and the wifi symbol key as well. From there you should try going to device manager and checking the settings for your wifi adapter
The HP Wireless Assistant application, which should be installed on your notebook, has an option to turn the WiFi radio on and off.

did you try to use web cam with another software like msn and see if it is working or not , if yes try to make skype identify web cam again by going to tools menu then options then choose vedio settings it will identify your cam automatically

I had a similar problem--I had to disable the ambient light sensor to fix the problem: fn-f11. Now it's as bright as I need it to be.
If it stays orange, you may need to go to the HP site and download the WiFi driver
